当前教育技术创新与新业态、新模式融合需要社会力量的介入。《关于大力加强中小学线上教育教学资源建设与应用的意见》提出，探索建立“政府主导、社会参与、竞争提供、择优遴选”的机制。《教育信息化2.0行动计划》提出，积极鼓励企业投入资金，提供优质的信息化产品和服务，实现多元投入、协同推进。校外培训机构尤其是一些线上培训机构，在互联网、大数据、云计算以及人工智能在教育场景中的应用已涌现出一批优秀的探索成果，应当将业务从面向学生转向面向学校，从服务校外转向服务校内，为校内提供线上线下融合学习系统、教师作业批改系统、学情分析诊断系统、教学质量评估系统、师生个性化匹配系统等。各级政府部门应当以更为开放和包容的态度，为优质教育技术进入校园提供更多路径，发挥校外培训机构在科技赋能教育方面的优势，促进校内提升教学效率、创新学习方式、提高教育体验。
